With a Rock Island signal mast standing guard, UP 1995, on its first revenue trip, idles with CNW 8646 and 8701 at Rigg (east of Council Bluffs) after leading a detouring MPRCB-16 over IAIS. UP's plan is apparently to keep the trio together for several weeks in Council Bluffs-Proviso service.

Minus one ditch light, and with congestion at UP's Council Bluffs yard finally easing, the crew of MPRCB-16 gets permission to proceed west through IAIS' East yard (formerly known as Bluffs yard). A new UP crew will then take the train across town, back to home rails.

IAIS was apparently dealing with some congestion of their own. Since the normal through tracks were all plugged, MPRCB was forced to pass through the yard on one of the classification tracks.
